It looks like I'm about a week late, but one piece of advice I would give is have a story ready to submit every quarter. In other words, use the contest to help you develop a habit of writing at least one new story every ninety days. Eventually you will win.

Does anyone know why finalists haven't been announced for this award today (see http://www.baen.com/baenfantasyaward.asp)?

The website says that finalists would be announced no later than July 1, 2015.
