I bet someone has! There are plenty of writers who dictate their stories. Kevin J. Anderson, prolific writer and WOTF judge, dictates his (though not with dragon). I don't resubmit. Writing a new story generally is going to improve your craft more than sweating over edits to an old one.

That said, Dave has said that an SHM essentially means the story just needs one more pass / a couple fixes to reach Finalist status, and you're certainly welcome to resub!

IWhat always worried me were the requirements around profanity. I actually stripped all the profanity out of my Q2 (and thought it weakened the story) but what I read later suggested that I might not have needed to do that. Darn it. It turns out I have 46 swear-words in my Q2 entry (out of 51 pages...

I believe Dave tends to select one story in 8 or so subgenres as finalist each quarter - one epic fantasy, one contemporary, one space opera, etc. Those go to the quarter judges, who pick their favorites out of the 8.
