Well, it was CoW, but it wasn't a form as they talked specifically about my piece. They did include the form bit ("list of recommend venues on our website under Markets") at the end, but prior to that they suggested I submit to one of the sister markets.

I saw this yesterday and was very sad. It sounds like their editor is really having a tough time, which I am sorry to hear. I can't imagine how difficult the decision was. I was really looking forward to submitting to them, so on a personal level, I'm sad, too.

I honestly find all of this fascinating. Publications vary so widely in the way they correspond with people. Some even make you feel good about being rejected! Asimov's is my favorite for rejections. Their form letter is just so darn nice!

Ah, interesting. No, I know that it certainly is a form, it was the "keep us in mind" bit at the end that gave me pause.
