My stories tend to go long and so I made sure that the one I submitted for Q4 was under the standard manuscript format based word count just to be on the safe side. Yeah I would definitely classify having a subsequent quarter's submission DQd because an earlier quarter placed as a "high quality problem."

IIRC Brandon Sanderson sold Elantris (or at least had an offer for Elantris) and then hired his agent. So it goes definitely goes Offer -> Agent on occassion.
