Strange Horizons is especially difficult to duotroperize because they assign stories to different readers based on a complex algorithm that effectively guarantees they won't be read in the order received.

That would be my assumption, too. No reason to sit on a story that clearly won't be selected as a winner just because the quarter hasn't officially closed yet. If they need to scrape the bottom of the barrel for winners, they just won't award a prize, and based on the fact that they recently started...

Marina, if it's done and it's not going to get any better, I'd say submit it. We're now into the stretch where you can't count on it being back in time from other markets you may try first, and that way you don't have to worry about life intervening between now and the quarter deadline.
