I don't think they go by order received. I submitted on 12/30. A friend submitted on 12/31. He was rejected in the first round. It's either random, or levels of the sniff test. Would anyone like to comment on the usual time elapsed from the start of the flood until we get to the HMs, semis and finalists? I know of at least one person who posted a rejection to duotrope today under the mistaken impression that the blog post meant his December submission had been rejected.
