Dave doesn't make the absolute final call on PF (there are other constraints like length etc) but he does get to say this is the one I want, etc. I don't think anonymity is a big concern here. When it comes time for PF selection he's looking for something to complement the rest of the volume.

For a WOTF story: Start with character and conflict right there on the first page. Make sure you engage the reader's senses, as many as possible, and build the most vivid world you possibly can. Only finalists get phonecalls (from an "Unknown" number, so don't answer in your Arnold Schwarzenegger voice). Everyone else can expect an email. Finalist calls usually go out around the same time as the semis but in some cases - like Q4 last year - it may be weeks later.

A bit surprised to still be standing, I never do well quarters after I make Finalist. No doubt my R will arrive sometime after the gala in April. Now if I can just get some work done on my Q2...
