What do you mean by "simultaneously submit?" When story A is submitted to the Contest, I don't submit story A to Publisher X until *after* it fails to win in the Contest. I think typically "simultaneous submissions" is used to mean "I have Story A submitted to Publisher X a...

Yeah I would definitely classify having a subsequent quarter's submission DQd because an earlier quarter placed as a "high quality problem."

IIRC Brandon Sanderson sold Elantris (or at least had an offer for Elantris) and then hired his agent. So it goes definitely goes Offer -> Agent on occassion.

Seems like 2-3. Paper submissions seem to get reviewed last and any Rs in that batch appear to go out with the final set of results. Beyond that... {shrugs}?
